Professor Liu Cai

Professor Liu Cai, Vice Chairman and secretary-general of China Institute of Communications (CIC), and Chairman of Consultative Committee for Telecom Law Drafting, Ministry of Information Industry (MII), China.

From 1988 to 2000, Professor Liu worked with the former Ministry of Post and Telecommunications (MPT) and the Ministry of Information Industry (MII). As Director-general of the Policy and Regulation Department of the Ministry, he directly engaged in policy setting, reform planning, laws and regulations drafting for China’s Telecommunications industry.

After graduating from Beijing University of Post and Telecommunications, he engaged in R&D work at the China Academy of Post and Telecommunications. He joined the Ministry of Post and Telecommunications in 1988.
